As a rider, rider support personnel or any person aware of doping practices has a duty to report their suspicions to WADA, their IF (FIM) or NADO, even if you are not sure about what you witnessed.
Many ADOs, including WADA, have online, confidential tools to report suspicious behavior. Every piece of information is important.
